Prior to joining Touro in April 2016, Dr. Tobin served as the Director of the Mercer University Physician Assistant Program and Chair of the Department of Physician Assistant Studies for four years. Before that he was faculty for six years in the physician assistant program at Harding University.
He is a past president of the Arkansas Academy of Physician Assistants and currently on the board of directors for Toxicology Excellence in Research Analysis (TERA) a nonprofit organization.
Dr. Tobin is a retired Air Force officer of 22 years with his last assignment as the Deputy Branch Chief of the Radio Frequency Bioeffects Branch of the Air Force Research Lab. He has been involved in clinical practice for more than 21 years in various disciplines from family practice to emergency medicine.
He is married with five children, three grandchildren, two dogs and one old orange cat.

Darrell Richards has been a successful leader in the construction industry for 30 years with over half of that experience managing work on the Las Vegas Strip. A father of 3 successful young adults, Darrell and his wife have time to travel and dedicate to helping others.
Darrell has provided his leadership as a part of the talented group of contractors and vendors that built the Veteran’s Village Crisis center, a project that was completed in less than 7 days opening on Veteran’s Day 2017. In 2018 Darrell joined the Board of Trustees while providing guidance and leadership on an ambitious project to revitalize the facilities at The Shade Tree.

Dominique Schuster graduated Cum Laude from Chapman University with a Master's in Strategic Communication and a Bachelor's in Communication Studies. She’s managed Marketing Communications plans in relation to Brand Strategy, Social Media and Public Relations.
Currently, she manages a subset of products in the digital portfolio space in relation to customer engagement. Prior to working at Credit One Bank Dominique worked on a Chapman University research team that managed a $2 million research grant for the National Science Foundation exploring data science in relation to communication.
Christine Zack has 15 years of experience serving as a member of the corporate senior management team for four national healthcare companies, where she provided strategic guidance on all aspects of organizational affairs. Currently, Christine is the President, CEO of Easterseals Nevada and has served as Executive Vice President, Chief Strategy Officer for Mariner Health Care, Senior Vice President, Chief Risk Officer for Fundamental, Chief Strategy Officer for a digital health start-up company and Vice President, Corporate Counsel for Integrated Health Services.
Christine is also an adjunct faculty member at the University of Nevada, Las Vegas where she created and teaches Health Care Law & Ethics for Managers in the Executive Master in Healthcare Administration program. Christine has also served as a Director of the Nevada Public Employees' Benefits Program Board since being selected for the position via gubernatorial appointment in 2016.
Christine holds a JD from Tulane Law School and a BA in Political Science and Sociology from Dickinson College.
In her personal life, Christine serves on the Board of Trustees of The Shade Tree where she is also a member of the Executive Committee. Christine is the President of her neighborhood property owners' association Board of Directors and the Board Liaison for her neighborhood Social Committee which she founded in 2015. Christine is also a supporter of several dog rescue charities throughout the country. Christine resides in the Las Vegas, Nevada area with her husband, son and three rescue dogs. Christine enjoys snowboarding, wakeboarding, wakesurfing, Pilates, reading, and hiking.

Francine graduated Cum Laude from the University of Nevada Las Vegas in 1997 with a Bachelor's Degree in accounting. After satisfying all requirements she received her CPA certification in December 2000.
Francine has over 30 years of experience in the accounting field as a bookkeeper, accountant, and now CPA. Francine joined Layton Layton & Tobler LLP CPAs in 1998 and became a partner with the firm in 2005. She has been a QuickBooks ProAdvisor® Program Member continuously since 1999 and achieved advanced certification in QuickBooks® in 2012. Francine enjoys helping clients to utilize the software to its fullest while obtaining meaningful and useful financial information from the software.
Francine's experience includes work with trusts and estates, non-profit organizations such as labor unions and charities as well as small business and individuals. She enjoys meeting with her clients to determine which services our firm can provide to help clients achieve their business goals.
Francine is active in the CPA community. She is an active member of both the American Institute of Certified Public Accountants (AICPA) and the Nevada Society of CPAs. She is a Member of the Association of Accounting Marketers (AAM) and The Association of Accountants and Financial Professionals in Business (IMA). She is currently working towards The Certified Management Accounting (CMA) credential and is excited to be able to offer clients additional tools to better manage their business.
